What to do with 3DS DLC CIAs?

I just dumped a virtual console game for 3ds with GodMode9 (standard mode) obtaining a CIA file. Now I see that all 3DS DLCs are in .3ds format so I'm wondering what am I supposed to do with the CIA, should I dat it as it is?

I've discussed this with Jack and told him new dumps should be generally added by datting CDN data using ctrcdnfetch (with the last modified date in each response header recording)
