I think this is the wrong name. This is the naming for CTR-AZNJ-JPN and should also have 'Dai-ni-Shuu' after 3D.
CTR-ANQJ-JPN (this release) should be:
Sudoku to 3-tsu no Puzzle - Nikoli no Puzzle Variety

Someone has since changed/fixed the gamefaq infos. If you look here http://www.gamefaqs.com/3ds/619317-nikolis-pencil-puzzle/data you can see the mixed cart codes for japan vs other regions.
The other reason that originally backed up my suggestion was the nfo by the release group - Sudoku_to_3tsu_no_Puzzle_-_Nikoli_no_Puzzle_Variety_JPN_3DS-NRP
