Super Mario Advance 3 - Yoshi's Island (USA) (Wii U Virtual Console) -> ... (Virtual Console) => Why this change? There are Virtual Console games for (N)3DS, Wii and WiiU, right? So VC titles should be explicit/unique.
However, I'd propose setting up a new WiiU VC dat as I think VC releases should go in their own dat related to the console/system.

changed to Wii U Virtual Console to be specific - even though these may not have other Virtual Console or other Virtual Console is 1:1 with cart

Didn't really understand the last part of your answer. ;)
However, after a little research, "Super Mario Advance 3 - Yoshi's Island" was also released on the 3DS as VC game:

Anyway, I think the best solution would be a separate dat - like for the Wii console (DLC dat). So I'll just open up a thread in the forum requesting a new WiiU DLC dat. ;)

i meant some extracted VC ROMs are the same as their physical (cart) counterparts e.g. the 3DS ones.
