External flash seems to contain unit-unique data, but the dump has been left as-is as we don't have a dump from another console to compare it with. Don't know about the internal flash. Console may have been played before being dumped, so there may be save data in its non-factory state. But who knows, maybe the dumping process itself modifies save data.
