Phantasy Star Fukkokuban, listed as a Genesis/Mega Drive rom, has identical size, CRC, and SHA-1 as the SMS rom "Phantasy Star (Japan) (Virtual Console)". The actual file in question seems to be an SMS rom.

The game was officially published by Sega and came out for SMD exactly the same as SMS version (SMD cart includes hardware SMS to SMÐ’ converter). So it need to be listed in both those dats.
