These three should be in one group:
<game name="Ultraman (Japan)" id="3182">
<game name="Ultraman (Europe)" id="3183">
<game name="Ultraman (USA)" id="3184" cloneofid="3183">

No. The USA and European versions are the same game. The Japanese one is a different game. They have different developers. They're based on similar games, so it's easy to make this mistake, though.

Agree to disagree.
But corroding to IGDB, Wiki, and Screenscraper, they are same game just with some different GUI on SFC and SNES. Some situation on a lot other Games with same Title, same Publisher, same release date, different developer.

https://www.igdb.com/games/ultraman--4

But if admins here insist to set as different games, would it be better to use name such as "Ultraman (A Company) (Japan)"

Yeah, I like the idea of putting the developer name in the filenames. That should be done at least in my opinion. But it seems that lately there's possibly been a push to remove that sort of info from filenames. So I don't know if we would do that.

I get what you're saying for sure. But someone came along before you and felt the games needed to be split, just as you feel they needed to be merged. They also showed their own evidence from other websites. So this is definitely not so cut-and-dry. I went with their suggestion/claim based very much on the two titles being developed separately by different developers. I didn't have much an opinion on the issue outside of that. If they actually are developed by two separate developers (rather than one dev taking over another's work, which is possible), then I don't even care if they're based on or adapted from the same game as each other. The USA and Europe versions of the NES game Rainbow Islands are two different ports by different devs. They may both be based on the same arcade game, but the similarities stop there.

Nevertheless, I'm open to your suggestion. I'm sorry if I caused you to think otherwise. I wasn't feeling my best when I gave the curt reply before. I definitely know what it's like to feel like you have the answer but no one is listening... So I'm open to more information and though I've tested the games briefly myself, I'm willing to do it again. I didn't come to a conclusion either way from my prior tests.

Thank you.
