Should it even be in the dat at all? We don't include bios/bootroms for every clone system out there, do we? Is this one from an official Sega source?

It is not really a BIOS but just a ROM with a menu and several games, similar to official Sega mulri-games cartridge (4-in-1, 6-in-1, etc). The difference is that it is a ROM that is meant to work with some Mega Drive clone console (Radica) which implements a custom mapper that remap the selected game in place of the menu when run, as the original games were not modified/recompiled.

That said, it does not exist as a cartridge though and was dumped from an internal ROM Do technically, it is not a BIOS (it does not initialize the clone hardware and does not run anymore once the games are launched) but could be considered as a custom bootrom that includes several official games.
