Why are there bad/hacked [b] and unlicensed (Unl) roms in the SNES datfile?

Isn't it your mantra to remove those from your datfiles?

What "No-Intro" does is fill some .dat files, to be used with ROM-Managers, with information about the known ROMS released. Often there are more versions of the same ROM dump, but most of them are garbage, some examples may include: bad dumps, hacks, fakes, overdumps, underdumps, and so on. "No-Intro" lists only the best available ROM; it must be a full dump with no faults and no changes to the file, basically just the ROMS that are the closest as possible to the original licensed cartridges.

No-Intro includes unlicensed games. That's normal. I don't know why the mantra says "original LICENSED cartridges" in this case. It's misleading because No-Intro deemed the unlicensed games to have value enough to keep long ago.

Bad dumps are typically excluded from No-Intro, you are right. However, in some cases bad dumps are the only available dumps for a game. IE: They are the aforementioned "best available ROM". Thus, we have to keep them until we can obtain good dumps of those games. :(
