Either new dump needs to be completed or header should be edited to change the Region code from 4 to U to address the problem. Problem was noticed due to playing on MiSTer FPGA, autodetect from header sees it as EU, and thus cannot be played on it with autodetect.

Also, to add on another point after discussing with some other in a community.

All 3 dumps were by the same user (same hardware? supermagicMD has known problems), and the wii virtual console dump could very well have been Sega just downloading the no-intro rom and using that, so it's not really good for confirmation.

I misread the dump info and all that, disregard.

The region code must have been placed there by sega devs for some reason. And it's not necessarily brazil, but it is likely an EU code, which this might be an issue with the MiSTer FPGA core, but it also might be an issue with the lack of solid info as to these alternate region codes that aren't J/U/E/JUE

Disregard entirely, I solved this awhile ago, apparently in 1994 Sega instituted a new region code standard, and almost no emulators currently recognize it the right way, and even rom header editors for Sega Genesis don't have the info updated to reflect the reality of it being a simple bitfield of NTSC/PAL+Domestic/Foreign combinations.
