Is This Really a Bad Dump?

I thought Zelda was an exception to the sealed dumps rule because it has an option to clear the save data, which effectively makes the data on the disk equivalent to a sealed disk. So, shouldn't this actually be a good dump assuming the save data was removed before the disk was dumped? Or did the beta version not have the ability to clear the save data?
