Toga o Seoumono is 咎を 背負う 者
を is wo お is o, isn't it?
and wo is cann't be used alone, it is always used with noun to make it an objective(simmilar with の(no) witch cann't be used alone)
and 背負う(seou) is an adj. for 者(mono = persom)
so the final name should be

Japanese particles like "wo", "to", "no", etc are romanized as separate words. This is a generally accepted convention.

We follow Hepburn romanization rules. According to them, when "wo" is used as a particle it is romanized as "o".

Now regarding the "mono" question. Here is a list of all xxxx-mono titles on NDS DAT:

0239 - Tao - Mamono no Tou to Mahou no Tamago (Japan)
1021 - Little Mermaid - Ariel no Umi no Takaramono (Japan)
1216 - Death Note - L o Tsugu Mono (Japan)
1697 - Dragon Quest IV - Michibikareshi Mono-tachi (Japan)
2138 - Eigo o Taberu Fushigi na Ikimono - Marsh (Japan)
2601 - Norimono Oukoku DS - You! Unten Shichainayo! (Japan)

All of them are "one word", they have a meaning as a whole, except "Tsugumono" which we have romanized as "Tsugu Mono".

I didn't found "Seoumono" as one word either (person who carries "toga"?), so I agree with you in that it is probably better to use "Seou Mono" based on title analogy with #1216. Hence I suggest
