Current P/C XML for Chavez II (USA) entry looks like this:

game name="Chavez II (USA) (Es)" cloneof="Boxing Legends of the Ring (Europe)"
description: Chavez II (USA) release name: "Chavez II (USA) (Es)" region="SPA"

It doesn't really make sense to have a USA title with a SPA release. In fact, SPA is entirely wrong, because the game wasn't released in Spain but instead Mexico.
