This is actually called Yongzhe Dou Elong II (Dragon Quest II), as its title screen name is 勇者斗惡龍 2 - Dragon Quest.

You need to provide a cart picture to change a title.

There is no reason to make changes according to in-game title screen.

I have had a long look for a picture of a cart, and I found one which on the cart has "980342" which matches the code in-game.

It's on page 4.

According to the Chinese copyright database, Waixing title for 980342 is:《勇者斗恶龙》Ⅱ代(中文版)游戏软件 [简称: 勇者斗恶龙Ⅱ代中文版] V1.0
So we'll go for "Yongzhe Dou Elong II - Dragon Quest".
