I was wondering what are the "IPS for GBA" good for.

I'm not sure which IPS files you are refering to, but in general, these were made using the differences between 2 ROM dumps.

So, an IPS file can be used to:
1) 'fix' a bad dump by replacing the corrupt binary data with the correct data.
2) 'fix' a hacked dump by removing for example dump group 'intro's.
3) Apply 'cheats' by adding intro menus or 'fixing' certain offsets to give for example unlimited health/lives.
4) Apply language conversions for example a Japanese to Chinese translation.

I'm sure there are many other uses for IPS patch files, but the above should cover most of the GBA uses. Try coolhj's great 'GBA Tool Advance' for applying some of the IPS files.

I know about the usage of IPS to be used for translation and I know how they work.
I was actrually asking about the ips found at http://arcvoreppin.free.fr/ips/ that is linked from www.no-intro.org
